Isabel Guimarães is the Co-Chair of the Human Rights Committee of the UNA-NCA. She is a Washington, DC-based governance and technology policy professional whose work focuses on the intersection of artificial intelligence, institutional accountability, and global governance. Her experience centers on how emerging technologies shape human rights, public systems, and decision-making in complex and high-stakes environments, with a particular emphasis on advancing tech justice, strengthening inclusive democratic systems, and protecting vulnerable populations.
Professionally, Isabel has led transatlantic governance and technology-related programs across more than forty countries, including China, Brazil and India, advising public and private institutions on digital adoption, risk, and regulatory alignment. Her work has also spanned post-war reconstruction and economic development program management across Eastern Europe, Latin America, and North and West Africa, with a focus on strengthening institutional resilience through rules-based governance and accountability. She has coordinated multi-stakeholder initiatives across government, industry, and civil society, and brings a systems-oriented perspective to addressing evolving global challenges.
As Co-Chair of the Human Rights Committee, Isabel is committed to advancing public understanding of how technology and power intersect with fundamental rights. She seeks to foster dialogue that connects global human rights issues with local civic engagement in the DC community, with particular attention to emerging technologies, vulnerable populations, and the role of governance in shaping equitable, inclusive, and accountable systems.
