Rachel Hall is a Senior Program Officer at the Bill & Melinda Gates Foundation with over 14 years of experience in public policy, advocacy, and organizational leadership across the humanitarian, governmental, and philanthropic sectors. Their work is grounded in a deep commitment to health, gender, and education equity, informed by both domestic and international experience in direct services and community development.
Before joining the Foundation, Rachel held senior roles at CARE, including Associate Vice President and Executive Director of U.S. Government Advocacy, where they led strategy, policy, and stakeholder engagement. Their earlier roles at CARE focused on program development and leadership. Rachel also served in the U.S. House of Representatives as a Senior Legislative Assistant and a Congressional Fellow on Women’s Issues, shaping policy through legislative analysis and advocacy.
